Foster-Powell neighborhood is located between SE Powell Boulevard on its northern end and SE Foster Road and SE Powell Boulevard on its southern end, as well as SE 52nd Avenue to its west and SE 82nd Avenue to its east. This area was named for two main thoroughfares – SE Foster Road and SE Powell Boulevard which intersect in its center, giving rise to its name.
